How to register

Registration of Higher Learning Institutions in Zimbabwe

Regulatory Framework

The establishment of institutions of higher learning in Zimbabwe is regulated by the Zimbabwe Council Higher Education Act, which was promulgated in 2006. In terms of the Act, the establishment of institutions is supervised by the Zimbabwe Council for Higher Education (ZIMCHE).

Steps for Registering Institutions

Step 1: Collection of Forms

The first step is to collect the necessary application forms from the Zimbabwe Council for Higher Education. An application fee is required to obtain these forms. The forms are as follows:

  • Criteria for assessing applications for registration (PRC1): This will guide you in completing the main application forms.
  • Application for provisional registration of private universities (PRC2): For those wishing to establish a private university.
  • Application for provisional registration of an agent or affiliate (PRC3): For those representing a foreign university in Zimbabwe.

Associated Fees:

  • Administration fee
  • Institutional Registration fee
  • Accreditation of Programme fee (per programme)
  • Institutional Visit fee (per visit)
  • NCHE Subscriptions (for institutions registered under the former council)

Step 2: Submission of Documents

The completed forms must be submitted along with supporting documentation.

For New Institutions:

  • Proposed charter
  • Business plan
  • Academic regulations
  • Plan of the envisaged site
  • Any other supporting documentation

For Agencies of Foreign Universities:

  • Proof of accreditation of the mother university
  • Copy of the agreement with the mother university

Step 3: Review and Assessment

ZIMCHE will review, correct, and amend the submitted documents until they meet the required standards. This process can be lengthy as it involves back-and-forth communication between the applicant and the Council.

Additionally, visits will be conducted at your institution to assess:

  • The institution’s readiness to operate as a university.
  • Progress made in implementing the Council's suggestions.
