Directorate Overview
The Finance Directorate plays a central role in ensuring the prudent financial management, accountability, and sustainability of the Zimbabwe Council for Higher Education (ZIMCHE).
The Directorate is responsible for planning, managing, and safeguarding financial resources in accordance with the Public Finance Management Act, Treasury regulations, and International Public Sector Accounting Standards (IPSAS).
The Directorate supports ZIMCHE’s mandate by ensuring financial systems, controls, and reporting frameworks are robust, transparent, and aligned with national governance standards.
Key Functions and Responsibilities

Financial Planning and Budgeting:
Preparation of annual budgets and medium-term financial plans aligned with strategic objectives and national priorities. -
Financial Reporting and Compliance:
Preparation of financial statements in line with IPSAS and coordination of audits and reporting to key stakeholders. -
Revenue and Expenditure Management:
Administration of billing, receivables, payments, and cash flow monitoring. -
Asset and Inventory Management:
Management of asset registers ensuring proper valuation, safeguarding, and reporting. -
Financial Advisory and Strategic Support:
Providing financial insights to support decision-making, risk management, and sustainability.

Director – Finance
Mr George Mahembe is the Director responsible for Finance at ZIMCHE, providing strategic leadership in financial management, governance, and institutional sustainability.
He is a seasoned finance and governance professional with over twenty-four years of experience across the public and private sectors.
Mr Mahembe is a Professional Accountant, Chartered Governance Professional, Registered Public Accountant, and IPSAS Consultant with extensive expertise in financial reporting, strategy, and risk management.
