Risk Manager
The Risk Management Unit (RMU) is part of the cornerstone of ZIMCHE’s governance structure, dedicated to promoting a culture of resilience and proactive foresight. By rigorously safeguarding the Council’s assets, reputation, and operations, the RMU ensures that ZIMCHE remains focused on its primary mandate: regulating and promoting quality higher education in Zimbabwe.

The RMU supports ZIMCHE by strengthening enterprise resilience, ensuring business continuity, and providing risk intelligence that supports proactive decision-making. Through structured frameworks, early warning systems, and compliance monitoring, the Unit plays a critical role in protecting the Council’s integrity and strategic direction.

To proactively identify, assess, and mitigate risks that could hinder ZIMCHE's achievement of its strategic outcomes, ensuring effective governance and the delivery of quality higher education in Zimbabwe.

Sectoral Risk Profiling & Intelligence
- Scanning the Horizon: Monitor emerging threats to academic quality, including unaccredited institutions, degree mills, and reputational threats.
- Early Warning Systems: Provide data-driven alerts on institutions showing signs of financial instability or governance failure for pre-emptive intervention.

Enterprise Risk Management
- Framework Development: Maintain and continuously improve a risk management framework aligned with international best practices.
- Risk Governance & Appetite: Define clear risk appetite and tolerance levels to guide acceptable risk levels in decision-making.

Operational Resilience & Compliance
- Business Continuity Planning: Develop and test continuity plans to keep ZIMCHE operational during disruptions.
- Regulatory Compliance: Ensure adherence to laws, regulations, and internal policies to reduce legal and compliance exposure.
- Proactive Identification: Continuously scan emerging technological, regulatory, and reputational risks.

- Building Risk Culture: Encourage organization-wide risk awareness where every staff member acts as the “first line of defence.”
- Strategic Advisory: Provide independent risk opinions on contracts, partnerships, and MOUs before execution.
- Incident Management: Maintain effective incident reporting procedures for coordinated responses.
